I doubt the founding fathers could have foreseen the some of the roles the modern Coast Guard plays in battling drug smuggling on the one hand, and in rescuing people on pleasure crafts who run afoul of bad weather or their own ineptness or stupidity. Probably not as many pleasure craft back then...
